Does the PCO assume complete control?
The PCO does not assume full control. The organizer is the one who maintains complete control of the Congress. Originally, the PCO discusses the purposes and objectives of the event with the organizer. Basically, however, the organizer makes the critical decisions, while the PCO exercises an advisory and operational role. The organizer is still responsible for the content of the program, but the PCO can provide full administrative and technical support.
